I installed a train cargo station and everything is starting to upgrade now. I essentially have no uneducated workers to man the buildings anymore, so I'm hoping to get at least the second tier upgrade to give my high school grads some work.Įdit: Think I possibly figured it out. All the streets are green and buildings blue, but still no upgrades. Legitimately don't know if it's a bug or I'm missing something. Take a look at the buildings, it should say how many workers they have out of what they need at each education level. I have the same message, and mine are also covered by education and health/deathcare AND mass transit. When a building problem says 'not enough educated workers' it could refer to any level of education. It says "Building needs to be covered by more services" but it already has police, garbage and fire coverage. it will change both the color of the line and the buses themselves.Īlso I'm having trouble with industry upgrades.
